i've got the 3.3L 2010 GC SE, which uses more gas than the 4.0L and it seems to be pretty thirst on the city but surprisingly good on highway, never actually calculated it, but i don't think i'm as bad as 16ltr/100kms.
could be the fuel. do u use regular or mid grade? i remember the 4.0L recommends midgrade with regular as "acceptable." or the cold weather in toronto could cause u to burn more fuel.

i think my 3.3L is listed at somewhere around 22mpg on the city according to the fuel guide, and considering that the 4.0L gets better economy, 24mpg sounds reasonable.
my guess is that the regular fuel is hurting your economy since the lower octane contains less power that's why they recommend midgrade and consider regular as "acceptable". Do you get any "ping" on regular? if you do, then it's probably the gas. Try running a tank or two with midgrade and see what happens, it might cost u a few extra bucks, but if things don't work out complain to the dealer and see what happens.
your driving habits could hurt fuel consumption too, do you do a lot of stop and go driving or have a heavier foot?

with my 3.8l
I get ave 17mpg, when driving in city I got 12mpg, highway with out stops I got 28mpg,
and the ave of 17 I was able to improve to around 19.5mpg over a 3k mile test by driving like grandma and trying to never get the rpms above 2k(which is hard) and coasting alot more, didn't seem quite worth it to me

So, 14mpg seems pretty bad for DodgeCaravan2010SXT (assuming that your computer is set to measuring in imperial gallons). Maybe your computer is set to US gallons, then it would be reasonable?
Btw. the 2011's still have the 4.0L engine? I thought they were all replaced with the 3.6L Pentastar engine?

could the brochure have a misprint?
like having it in km per gallon instead of the printed mpg
here is some math, with mpg that seem about right
23km instead of miles would = 14.29mpg
36km instead of miles would = 22.37mpg
