When i press on gas engine slows then revs up

Does this look right, the marks on the harmonic balancer are lined up, shouldn't it be facing 180 degrees from what it is to line up with number one cylinder

Keep in mind, the marks will line up twice per one revolution of the rotor. Verify that #1 is at top dead center, on the compression stroke. Looks more to me like it's point at #6 in your pic.

Number one is TDC not sure what stroke

Are both valves closed on number 1? Try blowing some air into that cylinder, see what happens.

yes there closed, pressure built up in the cylinder

It shouldn't. I would more expect to have it backfiring, and make all sorts of rude noises. If the engine runs, then timing is at least close.
