HIDs are flashing because relay is clicking. Relay is clicking because power to the relay which comes from the OEM headlight plug is being cut off. Power is being cut off because PCM doesn't see a load thus the need for the load resistors.

Xenon = HID low/halogen high = (2) 50 watt load resistors
Bixenon = HID low/high = (4) 50 watt load resistors
What connectors are you using to tie them in place? Solder and heatstrink would be all I would use

Everything is right in place (I think), I welded both resistor and they keep firing randomly. Any suggestions ?? Is a bad battery could cause this issue ?

With the key on/engine off, do they flash? No flash at all
With the key on /engine on, do they flash? Yes it flash but not really like a flickering more like a shutting down.

Key on/engine off = No PCM detection
Key on/engine on = PCM trying to detect bulbs
While you can use a meter to test the resistors for proper resistance, it still sounds like you either have a bad connection or do not have them connected properly

Thanks for your patience. I will try, later this week, to hook them up to the relay harness instead of the oem wiring. Maybe that will change something ...

ok are your hooking one end of resistor to the ground and the other to the low or If a Bi kit To low/high Positive wires that should have fixed the Issue
