A blemish is in most times a defect in the finish, and will not alter how the item works.

Sacrificial socket, and extension. Put the socket on the bolt. Only have it threaded in about half way. Use the extension so you have enough length that you can get a good swing at it, and actually expect to hit it. use a heavier hammer than pictured to whack it good and hard a couple times. Chemicals won't hurt either.

Speaking of the 3 bolts on the back side, not the axle. Mine are 14mm. 12 point. As far as I know the 60's are the same.
