When i press on gas engine slows then revs up
Yeah, only one wire should have voltage with it unplugged. There is a 5 volt feed to the sensor, from the PCM, there is a signal return wire, which is modified by TPS position, and a ground. I think you just found at least part of your problem.

Wonder if the PCM is internally shorted.... Can you remove those wires from the connector, and probe the pins with everything hooked up, ignition on? See if you still have power on both pins.

You mean remove the two wires that had 5.1 and 5.2 volts from the plug that goes into the PCM, hook everything back up, turn ignition on and probe the plug that goes on the sensor and see if they have power like before?

So remove the two wires from the PCM plug, plug everything back in, turn ignition on and test the pcm output side, then test the pins that i just removed going to the TPS
And is it as easy as just do a continuity test on all the pins on the PCM plugs until I find the right two?
