Is that engine off? If so your TPS sensor is bad because it should be at zero

Yes engine is off
I don't know if you read all of this thread it is getting kinda long. My PCM is outputting more than 5 volts through the power wire AND signal wire to the TPS, the signal wire shouldn't be putting out power, this may be making a mess of what the hand held unit is reading

Can I go to the scrap yard and get a used PCM to try or is it not that simple?

I am unsure if TPS should be zero..... It's not showing better than 80%, which is what I would expect to see if the return wire was at 5 volts as well..... I know on GM cars, so long as TPS voltage was correct, (right about .54 volts at closed throttle) everything was good. I don't recall what my truck told me throttle % was last time I plugged into it.

What year is your truck? If its 97 or older, you can just swap the PCM, and call it a day. 98 or newer, and it will have to be flashed to the correct VIN, else the ABS and SRS systems get upset.

That assumes there is something wrong with yours....... I am not entirely sure that is the case. Even though the voltages you are measuring are odd, the PCM still seems to be getting the correct info....

Is there anything else to try first? It still doesn't make sense I am seeing 5 volts on the signal wire

I completely agree. That just ain't right. With the scanner plugged in, showing TPS %, slowly press the pedal to the floor, and watch what that number does. It should increase smoothly, no jumping around at all.
