When i press on gas engine slows then revs up
So I managed to check the signal wire, (red wire with blue stripe middle wire on TPS plug)
Out of the PCM it reads .22 volts, if I touch the wire going to the TPS it reads .5 volts and slowly trickles down, this isn't even plugged into the TPS, I did all this with the ignition on.

I double checked the signal wire coming out of the PCM and it is definitely putting out 5.1 volts, I am not sure why I got a different reading yesterday
I cut the wire coming out of the plug and put an extension straight to the plug and put a meter on it.

Do you mean the ground wire on the plug going to the PCM if so no? All my tests were with the TPS unplugged,

I think we are both a bit confused. 
With TPS unplugged, you should see 5 volts on one wire, and nothing on the other two. (ignition on.) If you see voltage on the signal return wire back to the pcm, them somethin' ain't quite right. You are either getting bleedover from another circuit (a short), or, the PCM is having an issue.

ok, so yes there is 5 volts on both lines from the PCM or slightly above like on the picture above, thinking there could be a short in the wire bundle I cut the wire coming out of the PCM an put a new wire to the TPS plug and cut the old one off, completely eliminating the old wire and still 5 volts on both pins just to make sure several lines hadn't crossed.
