It might. Timing being off because of the chain could cause this to. It's honestly hard to say without being there in person.

Here is TDC, but should it be on the notch or the V8

The notch aligns with TDC like you have it. If you came to it slowly and stopped, rotate it backwards until the rotor starts to move, then read the degrees next to the TDC mark.

in order for the distributor to point at cylinder on the crank has to be at 30 degrees. When the crank is at TDC you can see the rotor is off

Turn the crank the other direction, see how far you have to turn it, before the rotor starts moving. (probably requires two people.)
